G42

AI · Cloud · Sovereign Compute

ENTRAAA92

G42 is the anchor of the UAE AI hiring engine. Peng Xiao runs the largest non-US, non-Chinese AI organization on the planet. The 2025 senior-hire pipeline pulled directly from Anthropic, OpenAI, and Google DeepMind — five-year visa packages, equity acceleration, and tax-free packaging closed candidates that Western labs assumed they had locked. The Microsoft strategic investment in 2024 ($1.5B) gave G42 the legitimacy footprint it needed to recruit at the senior IC bar. 234 active roles as of data-cut.

Abu Dhabi · ME

02

Mubadala

Sovereign Capital · AI Investment

ENTRAAA86

Mubadala anchors the UAE's sovereign AI capital stack. Through G42, GlobalFoundries, and direct positions in OpenAI/Anthropic, the fund has become one of the most active AI talent allocators globally — and its portfolio companies pay accordingly. Khaldoon Al Mubarak's mandate authority lets the fund close cross-portfolio talent flows that US LP-driven funds cannot replicate. 67 active direct roles plus the portfolio talent flow.

Abu Dhabi · ME

03

Core42

AI Infrastructure · Sovereign Cloud

ENTRAA+85

Core42 was formed from the merger of G42's cloud, data, and AI services arms. It now operates the UAE's sovereign-cloud regions and is the contract holder for Microsoft Azure region partnerships in the region. Kiril Evtimov (also G42 CTO) anchors the technology stack; the 2025 senior IC bench depth is the deepest in non-frontier-lab AI infrastructure outside the hyperscalers. 168 active roles.

Abu Dhabi · ME

04

Presight

Applied AI · Big Data · Government

ENTRAA+84

Presight is the analytics + applied-AI arm of G42, IPO'd on the Abu Dhabi Securities Exchange in 2023. Thomas Pramotedham runs deployments inside government, smart-city, and energy clients across MENA, Africa, and Central Asia. The 2025 international-government category is the fastest-growing applied-AI vertical globally; Presight's first-mover position closed contracts that US peer firms could not access. 142 active roles.

Abu Dhabi · ME

05

Inception

AI Labs · Generative + Arabic Models

ENTRAA+82

Inception is G42's generative-AI research lab. Best known for the Jais Arabic LLM family, the org now hires senior research talent globally for multi-modal and reasoning model development. Andrew Jackson (CEO) and Hakim Hacid (Chief Researcher) closed senior-research hires from MBZUAI, Mistral, and ex-Google Brain through 2025. 64 active roles plus the Inception Foundation Models program.

Healthcare AI · Genomics

ENTRAA+81

M42 is the Mubadala + G42 healthcare joint venture, formed in 2023 from the merger of Mubadala Health, G42 Healthcare, and the related portfolio companies. The org runs the world's largest population-genomics program — Emirati Genome — and pairs it with deployment-ready clinical AI agents across the UAE health system. The senior IC pull is heaviest at the genomics-platform engineering tier; M42 closed 2025 with the deepest clinical-AI bench in the GCC.

Abu Dhabi · ME

07

e& (Etisalat) AI

Telecom · Applied AI

ENTRAA+80

e& Group's AI organization runs the largest telecom-AI deployment in MENA across the group's 14-country footprint. Hatem Dowidar (Group CEO) and the senior tech leadership invested aggressively in 2025 — the partnership with G42 plus the in-house build of Etisalat AI gives the org a hybrid sovereign-platform plus operator-deployment senior-IC funnel. The senior network engineering and AI ops talent pulls span Pakistan, Egypt, Morocco, plus the UAE core.

Abu Dhabi · ME

08

ADQ

Sovereign Capital · AI Investment

ENTRAA+78

ADQ holds significant positions across UAE digital infrastructure, healthcare, and food security — increasingly with AI deployment as the connective tissue. Mohamed Hassan Alsuwaidi runs the holding company; direct hires sit on portfolio operations and AI-investment desks, and the portfolio talent flow into ADQ-owned operating companies is the second-largest UAE sovereign-AI hiring engine after Mubadala. 84 active roles plus the portfolio.

Abu Dhabi · ME

09

Khazna Data Centers

AI Infrastructure · Data Centers

ENTRAA76

Khazna runs the largest data-center capacity in the UAE and is expanding into Saudi Arabia. The expansion has driven significant senior infrastructure + power-engineering hires from regional and international markets. Hassan Al Naqbi anchors the leadership; the 2025 hiring wave on power systems engineering plus data-center architecture is one of the cleanest signal-of-AI-capex hiring patterns in MENA.

Abu Dhabi · ME

The story behind the ranking

What the data is telling us.

The UAE AI hiring story is no longer a footnote inside global AI coverage — it is a structural part of the senior-IC market. Twelve months ago, US labs treated Abu Dhabi as a niche relocation destination for engineers chasing tax-free packaging. The 2026 cut tells a different story: G42 alone closed 234 active roles in 2025 against a +428% YoY hiring velocity, with senior-research seniors pulled directly from Anthropic, OpenAI, and Google DeepMind. Peng Xiao's senior-IC pipeline at G42 plus the MGX sovereign-AI capital vehicle plus the Vision 2031 mandate compound into the fastest-growing non-US AI hiring engine on the planet.

Three findings shape the 2026 cut.

First, Vision 2031 funded an integrated stack. The UAE's National Strategy for Artificial Intelligence 2031 plus the 2024 launch of MGX (the dedicated sovereign-AI investment vehicle backed by Mubadala) plus the Microsoft strategic investment in G42 ($1.5B in 2024) plus the OpenAI partnership through the OAI for Countries program and the Stargate UAE partnership — the capital, the regulatory mandate, and the strategic LP relationships all align on the same roadmap. No other regional AI hub has equivalent vertical integration of capital, mandate, and partner-flow. The hiring consequence: senior-research candidates can credibly evaluate UAE offers as frontier-lab-adjacent rather than "interesting alternative."

Second, the compensation gap closed. G42 senior research engineers report total comp in the $480-680K band — flat with NVIDIA and ahead of most public US peers when you net out federal + state tax. Core42 principal AI platform engineers clear $480K nominal; Presight senior data scientists clear $360K. Equity acceleration on relocation packages and 5-year visa packaging, plus tax-free-treatment, plus the UAE Golden Visa for qualifying senior IC, produces a realized-comp number that competes with frontier-lab offers on a net-of-cost-of-living basis in 2026. The closing of this gap is the single largest structural change in MENA AI hiring since the founding of G42.

Third, English is the working language; the senior-IC pull is global, not regional. The 2025 hiring data shows G42 closed senior-research hires from Anthropic (3 named), OpenAI (4), Google DeepMind (5), Meta FAIR (2), and Mistral (2). M42 closed clinical AI engineering hires from Stanford and Mayo. Inception closed senior research from MBZUAI, ex-Google Brain, and Mistral. The hiring is not Emirati-only — UAE nationals account for the strategic-leadership tier (Mohamed bin Zayed at the Presidential Court level, Khaldoon Al Mubarak at Mubadala, Mohamed Hassan Alsuwaidi at ADQ), but the senior-IC bench is built on global mobility plus the English-language working environment plus the relocation packaging. The closest analog is Singapore in financial services, twenty years on.

Methodology

We longlisted 42 UAE-headquartered AI-active organizations through Q1 2026, verified 22 against named-source hiring data plus LinkedIn senior-IC tracking plus Mubadala/G42/ADQ portfolio disclosures, and selected 10. Each organization was scored on five weighted dimensions: Hiring Velocity (25%), Compensation (25%), Mission Coherence (20%), Retention (15%), Distribution (15%). Compensation figures use UAE tax-free gross-up to US peer comparison — actual nominal AED packaging is lower; we publish both bands in the underlying data. Sovereign-fund subsidiaries are measured against parent-fund plus US peer hybrid benchmarks. Saudi Arabia, Qatar, and Bahrain employers are excluded from this list — they appear in the separate MENA Hubs ranking. Year-over-year anchor: +186% UAE AI-tagged senior-IC hires versus 2024 baseline.

The full ranked table is below. Three deep-cut profiles follow.

G42 is the anchor of the UAE AI hiring engine. Peng Xiao runs the largest non-US, non-Chinese AI organization on the planet — 4,000+ employees, +428% YoY hiring velocity, 234 active roles. The 2025 senior-hire pipeline pulled directly from Anthropic, OpenAI, and Google DeepMind. The pitch that closes Western frontier-lab seniors: 5-year visa packages plus equity acceleration plus tax-free packaging plus a working environment where the strategic LP roster includes Microsoft and OpenAI. The Microsoft strategic investment in 2024 ($1.5B) gave G42 the legitimacy footprint it needed to recruit at the senior IC bar; Kiril Evtimov (CTO) and the Inception + Core42 + M42 + Presight subsidiaries function as a portfolio that lets G42 pitch senior IC into specific verticals (frontier research, sovereign cloud, healthcare AI, applied government AI) rather than a single org.

Presight is the most under-covered UAE AI hiring story of 2025. The G42 analytics + applied-AI subsidiary IPO'd on the Abu Dhabi Securities Exchange in 2023 and now runs deployments across MENA, Africa, and Central Asia governments. Thomas Pramotedham (CEO) closed 2025 with 1,800+ employees and a +186% YoY hiring velocity. The international-government-AI category is the fastest-growing applied-AI vertical globally — and Presight's first-mover position in markets where US peer firms cannot operate (regulatory, geopolitical, partnership) closed contracts that Western applied-AI orgs could not access. The senior-IC pull at Presight is multi-region: Abu Dhabi for portfolio leadership, plus distributed engineering hubs servicing the deployment footprint.

M42 is the world's largest population-genomics program plus a clinical-AI deployment platform. The Mubadala + G42 healthcare JV formed in 2023 from the merger of Mubadala Health, G42 Healthcare, and the related portfolio companies. The org runs the Emirati Genome program and pairs it with deployment-ready clinical AI agents across the UAE health system. The senior-IC pull is heaviest at the genomics-platform engineering tier — Stanford, Mayo Clinic, and Genentech alumni joined through 2025 — and M42 closed the year with the deepest clinical-AI bench in the GCC. The competitive setup: M42 is one of the few healthcare-AI orgs globally with both a sovereign-population dataset and the deployment authority to act on it.

The forecast: the 2026-27 horizon includes two structural events. First, MGX and the Microsoft + G42 partnership produce the next $5B+ AI-infrastructure capital allocation, which funds either a new G42 frontier-lab subsidiary or a strategic LP position in an existing US lab. Second, the UAE Golden Visa expansion to senior-IC AI talent (announced late 2025, rolling implementation through 2026) compresses the senior-research relocation timeline from 90 days to under 30. Both compound the senior-IC magnetism. The Q4 2026 ranking refresh will likely add at least two more UAE entities (likely the Inception spin-out plus the AI-defense org that emerged in 2025).
