Each organization was scored on five weighted dimensions: Hiring Velocity (25%), Compensation (25%), Mission Coherence (20%), Retention (15%), Distribution (15%). Compensation figures use UAE tax-free gross-up to US peer comparison — actual nominal AED packaging is lower; we publish both bands in the underlying data. Sovereign-fund subsidiaries are measured against parent-fund plus US peer hybrid benchmarks.
