Belfast's Remote AI Hiring Edge

Belfast's five anchor employers support roughly 800 AI engineers. Remote London contracts at £85K-£115K turn the 35 percent comp discount into a purchasing-power gain for QUB and Ulster graduates.

£72KSenior AI Engineer median, Belfast 2026

Belfast's senior AI engineering market reached a median base salary of £72K (~$96K) in H1 2026, per ENTRA's Q2 2026 Northern Ireland AI Compensation Survey. That figure sits 35 percent below the London King's Cross AI corridor median for the same seniority band. It is also the baseline from which many Belfast engineers negotiate upward. Many are not drawing Belfast employer rates at all. They are drawing London employer rates and spending them in a city where a two-bedroom flat in South Belfast's Stranmillis district costs £950 to £1,200 per month.

The purchasing-power spread is Belfast's primary structural argument in the UK's 2026 remote AI hiring market. ENTRA estimates the annual residential saving for an engineer moving from London Zone 2 to South Belfast on an unchanged salary at approximately £13,000 to £15,000 (~$17,000 to $20,000). That saving is not a negotiating artefact. It is a function of the city's cost base, and it is available to any Belfast-based engineer who secures a remote contract with a London or US employer.

The Established Anchor Employers

Belfast's technology sector is older and deeper than its current AI narrative suggests. Allstate Northern Ireland was established in Belfast in 2003 as the insurance group's primary global technology centre. It employed approximately 1,800 people on average across 2024, per annual accounts filed at Companies House (NI), with its Soloist Building and Gasworks Business Park campuses as principal sites. The company has been reducing headcount from a 2019 peak of 2,302 as part of a stated move toward a "smaller, more agile, highly skilled organisation," and mid-2026 headcount is likely below the 2024 average. It remains among the largest private technology employers in Northern Ireland. Allstate NI's AI and machine learning function has been expanding through H1 2026 as the US parent's claims automation and fraud detection programmes move from pilot to production at scale. ENTRA's Job Signal Index shows active H1 2026 postings for ML engineers at £65K–£88K base and data science leads at £78K–£95K, both materially above Northern Ireland's median engineering salary of approximately £45K, per ONS Regional Labour Market Statistics Q1 2026.

Liberty IT, Liberty Mutual's digital technology arm headquartered on Chichester Street in central Belfast, employs approximately 550 technology staff. Liberty IT's 2026 hiring has concentrated on senior ML engineer and AI architect profiles in the £80K–£100K base range (~$106K–$133K), per posted salary data and ENTRA recruiter contacts with Belfast financial technology practices. The focus is insurance pricing automation, claims triage, and underwriting ML. These are production systems, not proof-of-concept work.

Citi's Belfast office is one of the bank's principal technology hubs across the UK and Ireland, alongside London and Glasgow. It employs over 4,000 people in Belfast, making it Northern Ireland's largest financial services employer, and is expanding its quantitative technology and AI engineering function in H1 2026. Active hiring spans data engineering, risk model automation, and NLP engineers building compliance workflow tools, at salary bands running £70K–£110K (~$93K–$146K) depending on level. Deloitte's Belfast AI hub is part of the firm's pan-UK AI Centre of Excellence network. It has assembled approximately 120 AI specialists across audit automation, financial crime detection, and enterprise AI advisory, per ENTRA Q1 2026 headcount analysis.

BT Group's Riverside Tower operation in Belfast (covered in ENTRA's July 2026 BT distributed hiring analysis) adds approximately 80 to 110 AI engineering positions in enterprise AI integration and network intelligence, at a salary band of £75K–£90K base with a 12 percent annual bonus target.

Across these five employers, ENTRA estimates approximately 700 to 850 AI and AI-adjacent engineers in Belfast as of Q2 2026. A further 300 to 400 Belfast-based engineers are working remotely for London, Dublin, or US technology employers, per LinkedIn career signal analysis and recruiter-side reporting from four Belfast-based technology recruitment practices contacted by this bureau.

The University Pipeline

Queen's University Belfast's School of Electronics, Electrical Engineering and Computer Science runs the MSc in Artificial Intelligence and the MSc in Data Analytics, collectively enrolling approximately 350 students per year. QUB's Centre for Secure Information Technologies (CSIT) operates as a UK Research Institute with annual grant income of approximately £8M and a research focus on applied AI in cybersecurity and digital signal processing. CSIT's graduate cohort arrives in the Belfast jobs market with production-grade AI deployment experience from multi-year industry collaboration programmes. Citi Belfast and Liberty IT have both recruited directly from CSIT for six consecutive hiring cycles, per ENTRA recruiter-side tracking.

Ulster University's School of Computing, across its Belfast and Coleraine campuses, produces a further 400 to 500 computing and data science graduates annually. Ulster's collaborative degree apprenticeship in applied AI, developed with Allstate NI and running since 2022, places students in paid Allstate roles from the first semester of their programme. Ulster's published programme documentation describes graduates as "embedded in live ML problems from semester two." Liberty IT and Citi have since replicated that formation model in their own Belfast graduate partnership frameworks.

Combined, QUB and Ulster produce approximately 750 to 850 AI and computing graduates per year from Northern Ireland campuses. The pipeline has historically supplied London employers through graduate recruitment cycles that assumed relocation. Remote-hybrid normalisation has reversed that assumption: Belfast employer roles and London remote roles are now competing directly for the same QUB and Ulster cohort, without a relocation premium on either side.

Remote Contracts: The Structural Dynamic

The more telling pattern in 2026 is not Belfast engineers at Belfast employers. It is Belfast engineers holding remote contracts at London AI labs, US technology companies, and Gulf sovereign AI programmes. ENTRA's Q2 2026 LinkedIn career signal analysis identifies approximately 340 Belfast-based individuals holding current job titles at London-headquartered AI employers. That count is 28 percent above the Q2 2025 equivalent.

The modal arrangement is a Senior ML or Data Science role at a London employer paying London-rate compensation, typically £85K–£115K base (~$113K–$153K), with the engineer resident in Belfast. For engineers entering this arrangement from within Belfast's domestic market, the compensation uplift over a local employer rate is 18 to 40 percent on base salary. For engineers relocating from London to Belfast while retaining a London-rate remote contract, the income is unchanged while the cost base drops by approximately a third.

The Skilled Worker visa salary threshold of £41,700 per annum (Home Office Statement of Changes HC 997, July 2026) is cleared by every AI engineering role in the Belfast market, including entry-level analyst and junior ML positions. Allstate, Liberty Mutual, and Citi all hold active Tier 2 sponsor licences and process Skilled Worker certificates of sponsorship from Belfast at the same administrative speed as their London operations. For international engineers who want UK-based AI roles without the London cost structure, the Northern Ireland Skilled Worker route is, in operational terms, identical to the London equivalent: same sponsor register, same processing timelines, same qualifying salary thresholds. The Global Talent visa, relevant for researchers with strong publication records, is equally portable to a Belfast base.

Niamh Caldwell, a 2022 QUB Computer Science MSc graduate who accepted a Senior ML Engineer role at a London-headquartered AI infrastructure company in February 2026, posted on LinkedIn in May 2026: "£91K, working remotely from Belfast. The equivalent in Shoreditch would cost me £1,600 more per month to live the same life. I bought a flat. My London counterpart is still renting." Her post drew approximately 3,100 reactions and a thread of comments from engineers at Allstate NI, Citi Belfast, and BT describing near-identical arrangements.

Invest NI and Digital Catapult Northern Ireland

Invest Northern Ireland's Locate programme provides relocation support for skilled technology workers moving to Northern Ireland from Great Britain or internationally. In 2025–26, Invest NI directed approximately £2.4M in development grants toward AI and data science employer engagements, per the agency's published grant data. Employers committing to a minimum of 10 net new AI or data science positions in Northern Ireland are eligible for up to £5,000 per qualifying post in first-year recruitment support, a per-head subsidy that reduces the marginal cost of building a Belfast AI team relative to a London equivalent.

Digital Catapult Northern Ireland, headquartered at Catalyst Belfast's Titanic Quarter campus, operates the AI Tech Hub, a pre-accelerator and industry partnerships programme that supported 22 active AI companies in H1 2026. Catalyst Belfast houses approximately 250 technology organisations across its Titanic Quarter site, generating a startup formation rate that is beginning to produce the AI venture layer that Belfast's corporate anchor base has been missing. Precision agriculture AI, legal document NLP, and healthtech AI are the three dominant verticals in the current cohort.

Compensation in Full

Per ENTRA's Q2 2026 Belfast AI Compensation Survey (based on recruiter-side data and 18 candidate conversations, with all figures representing ENTRA estimates), the following ranges apply at Q2 2026 GBP/USD of approximately 1.33:

  • AI Engineer (2–4 years): £52K–£72K base (~$69K–$96K). Belfast employer rate.
  • Senior AI/ML Engineer (5+ years): £72K–£95K base (~$96K–$126K). Belfast employer rate.
  • Senior AI/ML Engineer on remote London contract: £85K–£115K base (~$113K–$153K). Same seniority, London employer rate.
  • AI Research Lead / Principal ML Engineer: £100K–£135K base (~$133K–$180K). Concentrated at Allstate NI, Citi, and Deloitte Belfast.
  • AI Director / Head of Data Science: £140K–£175K total compensation (~$186K–$233K). Present at the senior corporate functions of Allstate NI and Citi.

The London discount (32 to 38 percent on a Belfast employer rate versus the King's Cross corridor median) closes to zero on remote London contracts. For the Belfast engineer holding a London-rate remote role, the operative comparison is not Belfast income versus London income. It is Belfast cost of living against a London-equivalent salary.

Forecast: 2026–2027

Three factors will determine whether Belfast achieves the institutional legibility of Edinburgh or Bristol by 2028.

The first is Allstate NI's production AI scale-up. The US parent's claims automation programme moved from pilot to production across three insurance lines in Q4 2025 and is now executing in Belfast. Production-scale ML deployment creates recurring headcount demand that pilot programmes do not sustain. ENTRA's H2 2026 hiring signal forecast for Allstate NI projects 60 to 90 net new AI and data science positions in the second half of the year.

The second is QUB CSIT's commercialisation trajectory. Applied AI and cybersecurity research at CSIT has generated spinout formation signals since 2024, and a first cohort of QUB-Allstate-Citi AI alumni is expected to begin startup formation by 2027. Catalyst Belfast's pre-seed infrastructure is in place to support that formation cycle.

The third is the continued normalisation of remote hiring at London labs. As ElevenLabs, DeepMind UK, and the expanding financial services AI functions at Revolut and Wise formalise remote-eligible hiring infrastructure, Belfast's position as an English-speaking, UK-domiciled, cost-advantaged node in the national AI market becomes more valuable, not less. Invest NI's employer incentives and the full UK Skilled Worker visa coverage of the Northern Ireland labour market create a policy environment that rewards employers for concentrating AI headcount in Belfast rather than treating it as a secondary site.

Belfast has been doing foundational AI work since Allstate NI hired its first data science team in 2011. What changed in 2026 is that remote contracts made the Belfast premium visible at scale: QUB and Ulster graduate supply, sub-£1,200 monthly rent, complete UK visa coverage, and Invest NI incentives, available to any London or US employer with a remote-first hiring posture. The discount is real. It will not remain at current levels if the visibility compounds at its current rate.

All salary figures represent ENTRA estimates derived from the Q2 2026 Northern Ireland AI Compensation Survey, based on recruiter-side data and 18 candidate conversations; none are confirmed by any named employer. Headcount for Allstate NI: 2024 average of approximately 1,800 employees per annual accounts filed at Companies House (NI034636); mid-2026 figure likely lower given continued stated downsizing. Citi Belfast headcount (over 4,000 people) per Belfast Chamber and Sync NI 2025 reporting marking Citi Belfast's 20th anniversary. Liberty IT (~550 technology staff) and Deloitte Belfast AI hub (~120 AI specialists) per ENTRA LinkedIn headcount signal analysis and Q1 2026 tracking; both companies declined to confirm internal headcount figures. Belfast residential rental benchmarks (Stranmillis, South Belfast) per PropertyPal Q2 2026 median data. Invest NI development grant quantum (~£2.4M AI/data science engagements, 2025–26) per Invest Northern Ireland published development grant data.
