Romania AI Pay: The IT Tax Unwind and EU Directive Gap

Romania's 0% IT income tax ended January 2025; the EU transparency deadline was missed in June 2026. Bucharest AI employers set comp in a €62K senior median market with no disclosure mandate.

The structural reason is not tax or cost of living but employer mix. Warsaw and Prague have higher concentrations of US Big Tech development hubs (Google, Amazon, and Allegro in Warsaw; IBM, JetBrains, and Gen Digital in Prague) that set senior AI bands in the €85,000 to €115,000 range and pull the market median above Romania's nearshore-delivery-weighted distribution.

Romania's 10 percent flat tax partially closes the net-income gap. ENTRA estimates a Bucharest engineer at €62,000 gross retains approximately €6,000 to €9,000 more net annually than a Warsaw counterpart at €85,000 gross navigating Poland's 32 percent top marginal rate and ZUS contributions. Material — but below the threshold that overrides a Warsaw base offer for an engineer with competitive options in both markets.

Neither Warsaw nor Prague employer markets have entered the active Directive mandate phase; both are in late-2026 transposition drafting. Romania's parallel timeline means the three CEE markets will move from voluntary-disclosure patchwork to statutory mandate within months of each other in 2027.

The 2027 Enforcement Window

Romania's late-2026 transposition will likely produce a legislative text mirroring the Directive's minimum requirements: salary range disclosure at job posting, individual pay information rights at 100-plus-employee firms, and annual occupational-group pay gap reporting to the Agenția Națională pentru Ocuparea Forței de Muncă (ANOFM), the prospective national authority under the Directive's Article 13 framework.

Bitdefender, UiPath Romania, Endava, Adobe Romania, and Oracle Romania each employ well above the 100-employee threshold in Romania. All five will enter the first reporting cycle following transposition. Romania's IT sector pay gap data has not been published at occupational group level in any prior regime.
