DeepMind's 2,500-strong King's Cross campus anchors London AI's in-person culture — and ERA 2025's Day 1 flexible-working rights are now the legal counterweight.

It is the argument. The question heading into autumn 2026 is whether that argument holds as distributed-native competitors scale, and as the Employment Rights Act 2025 equips every researcher with new tools to push back.

The King's Cross Campus

DeepMind's fit-out includes dedicated research pods, recording infrastructure for audio and video AI teams, and the kind of whiteboard-per-capita ratio that signals a design principle rather than a facilities decision.

The headcount figure — 2,500 researchers and engineers in London, per ENTRA's H1 2026 employer tracking — makes DeepMind the single largest AI employer in the United Kingdom by a meaningful margin. The nearest comparable is ARM Holdings in Cambridge, which operates a research and engineering organisation of similar scale but in semiconductor IP rather than applied AI research. The post-restructuring Stability AI is a materially smaller employer than it was at peak, and its RTO posture reflects a company recalibrating its physical footprint rather than expanding it.

Employment Rights Act 2025

The legal landscape around RTO policy in the UK AI sector has shifted materially in the past eighteen months, and the full effect has not yet been priced into employer practice.

The flexible working as Day 1 right — allowing employees to request flexible working arrangements from their first day of employment, without the previous 26-week qualifying period — came into effect in April 2024 under the Employment Relations (Flexible Working) Act 2023. DeepMind's three-day King's Cross expectation is defensible on several of these grounds — quality, performance, and the collaborative research-density argument map cleanly onto the "detrimental impact" provisions — but the process is procedural: employers must consider requests within two months and provide written reasons for any refusal.

The practical implication for London AI employers is that an RTO mandate that was previously a culture norm is now a policy with legal process attached. The challenge for the 2026–27 hiring cycle is that the researchers DeepMind most needs to recruit — ex-Cambridge ML PhDs, returning talent from Mountain View, researchers from Wayve's AV cluster — are increasingly arriving with distributed-work expectations calibrated by three years of post-pandemic flexibility norms and, now, Day 1 statutory rights to request them.
