It is the oldest, most culturally embedded pay transparency regime in the European Union. And in the eighth week of ENTRA's Salary Transparency Month reporting cycle, Finland offers the clearest reminder: legal transposition of Directive 2023/970/EU is not the only architecture that produces transparent AI compensation markets.
As of August 24, 2026 — 78 days past the June 7 transposition deadline — five EU member states have transposed Directive 2023/970/EU into national law: Slovakia, Italy, Lithuania, Malta, and Greece, which enacted Law 5316/2026 on July 6, 2026, per European Commission member state progress tracking and law firm bulletins from Zepos and Yannopoulos. Finland is not among them. The Finnish Ministry of Social Affairs and Health has confirmed that a draft amendment to the Tasa-arvolaki (Equality Act, 609/1986) is in tripartite negotiation with employer confederation EK and central union confederation SAK, targeting Eduskunta submission in Q4 2026 and effective compliance in H1 2027. That timeline mirrors Germany, the Netherlands, Sweden, and Spain — all still non-transposing.
For Helsinki's AI employer stack, the transposition gap matters less than it does elsewhere in the EU. Finnish AI engineers already operate inside a market where individual compensation is a matter of public record. AMD Silo AI anchors Helsinki AI salaries at €125,000 to €165,000 total compensation for senior ML and MLOps engineers in 2026, with Aiven at €115,000 to €150,000 and Wolt at €110,000 to €145,000.
National Jealousy Day and what Verohallinto already discloses
Finland's public tax disclosure regime — grounded in the Act on the Public Disclosure and Confidentiality of Tax Information (1346/1999) — makes taxable earned income and taxable capital income for the prior fiscal year publicly retrievable each November for any Finnish resident who exceeded the reporting threshold. Verohallinto operates a physical disclosure desk at its Helsinki headquarters on Vääksyntie and, since 2013, has provided journalist and researcher access via API. Sweden and Norway operate variants of the same regime; Finland's is the most granular of the three.
The consequence for AI hiring is direct. A recruiter or engineer negotiating an offer at Aiven, Silo AI, or Wolt can — without asking, without breaking any workplace norm — retrieve the prior year's Verohallinto disclosure for any peer at the same company. In Berlin, that data would be a labour-law violation to solicit. In Helsinki, it is what journalists print in the morning paper on the second of November.
That structural transparency does not eliminate the need for Directive 2023/970/EU. Verohallinto discloses realized income, not salary bands in job postings, and it does not touch the ban on salary-history enquiries or the pay-equity reporting obligations for employers above 100 headcount that the Directive requires. But it does move the culture-conflict variable that dominates transposition debates in Germany and the Netherlands off the Finnish table. Finnish engineers already know what their colleagues earn. The Directive would formalize what the culture has done for 130 years.
The AMD Silo AI anchor and the Helsinki employer stack

Wolt — acquired by DoorDash for an announced $8.1 billion all-stock (November 2021; acquisition-date fair value of consideration transferred approximately $2.8 billion per DoorDash Form 10-K FY2022; closed May 2022) and headquartered in Helsinki's Ruoholahti district — runs delivery-optimization ML across DoorDash's 30-plus market portfolio. Wolt Helsinki senior ML engineers earn €110,000 to €145,000 total compensation, per ENTRA estimates from public postings and DoorDash's US disclosure practices as reference anchors.
F-Secure and WithSecure, the split-out consumer and enterprise cybersecurity businesses, employ AI engineers building malware classification, phishing detection, and behavioural anomaly systems at scale. Senior ML engineers at WithSecure earn approximately €100,000 to €135,000 total compensation, per ENTRA Q2 2026 Helsinki band data.
Reaktor and Futurice, the two consultancies that anchor Helsinki's distributed-by-default engineering culture, place senior AI consultants into client engagements at billed rates that translate to €120,000 to €155,000 base equivalent inside the consultancy compensation architecture.
EU Pay Transparency Directive: What Finnish AI Employers Still Lack
Finland's tripartite draft, per the Ministry's July 2026 consultation summary, will introduce four mechanics not currently mandated: salary range disclosure in job postings, a ban on salary-history enquiries during hiring, an employee right to request comparator pay data at the individual level, and mandatory pay-equity reporting for employers above 100 headcount with escalating thresholds for larger firms. Verohallinto disclosure covers only the trailing variable — realized taxable income after a full fiscal year. It does not touch the negotiation-stage variables that the Directive is engineered to reshape.
For Helsinki's AI employers, the operationally consequential Directive provisions are the salary-range disclosure requirement and the ban on salary-history enquiries. AMD Silo AI, Aiven, and Wolt already operate under US or Dutch-headquartered corporate disclosure regimes that partially preempt these obligations for their Helsinki-posted roles. Mid-market Finnish AI employers — the roughly 60 to 80 companies in FiBAN and Finnish Startup Community rosters running production ML with headcount above the 100-employee threshold — face genuine H2 2026 preparation work.
Finland Pay Transparency: Verohallinto Culture vs. EU Directive 2023/970
Eight weeks into ENTRA's Salary Transparency Month reporting, the pattern across the 14 EU cities covered is now visible in aggregate. Five member states (Slovakia, Italy, Lithuania, Malta, and Greece — which enacted Law 5316/2026 on July 6, 2026) have completed transposition. Every other EU market ENTRA has covered — Amsterdam, Berlin, Paris, Stockholm, Brussels, Copenhagen, Dublin, Vienna, Barcelona, Milan, Warsaw, Prague, Vilnius — operates either in the pre-transposition gap or, in the case of France and Belgium, on partial national frameworks predating the Directive. Helsinki is the outlier in a specific direction. Its cultural and statutory disclosure regime already exceeds what the Directive will require of employers on realized-income visibility, while still lacking the negotiation-stage protections the Directive introduces.
Three forward-looking signals:
One. Finland's Q4 2026 Eduskunta submission of the Tasa-arvolaki amendment is the credible transposition timeline, per Ministry of Social Affairs and Health tripartite consultation output. Effective compliance obligations for Helsinki AI employers land in H1 2027, aligned with Germany, the Netherlands, and Sweden's parallel timetables.
Two. AMD Silo AI's integration of Helsinki into its global compensation banding is the first case study of a US semiconductor major running an EU AI lab through post-SB 1162 disclosure infrastructure. ENTRA expects the Helsinki band to become the reference floor for Nordic senior ML compensation by end of 2026.
Three. The European Commission's Article 258 TFEU infringement posture toward non-transposing member states will not target Finland preferentially — the Ministry's Q4 timeline is inside the political tolerance window. The Commission's enforcement pressure is calibrated to the states without credible parliamentary schedules, of which Finland is not one.
