The distinction in employer type also produces a distinction in pay architecture: Manchester's private-sector AI employers tend toward equity-weighted packages with less base transparency, while Liverpool's public-sector anchors publish full compensation by statute.

Housing separates them less than candidates assume. Liverpool's £800-£1,100 city-centre two-bedroom represents a 20-30% discount against Manchester's £1,000-£1,400 range, not the order-of-magnitude differential that drives London-to-regional migration decisions.
