London Fintech's Pay Transparency Divide: How Monzo, Revolut, and Wise Disclose AI Comp

80%+ salary band disclosure at Monzo, below 25% at Starling: the pay transparency ladder across London fintech's FCA-regulated AI quartet runs wider than its compensation gap.

Monzo publishes salary bands on more than 80 percent of its active AI and machine learning listings in August 2026. Starling Bank, FCA-authorised and competing for overlapping ML talent in the same London postcodes, posts bands on fewer than 25 percent. Four UK fintech firms hold FCA banking authorisation or equivalent regulated status, report under identical gender pay gap rules, and recruit under the same Skilled Worker visa salary regime. Their pay transparency practices have diverged across a wider band than their compensation structures. That gap is the operational reality for any ML engineer choosing between them in Q3 2026.

ENTRA's Q2 2026 Job Signal Index tracked active AI and ML postings across Monzo, Revolut, Wise, and Starling between April and June 2026. The disclosure spread runs from Monzo's 80-plus percent at the top to Starling's sub-25 percent at the floor, with Revolut and Wise occupying the middle range. The pattern within that spread reflects a specific thesis that holds across London fintech: governance maturity drives disclosure readiness, and the regulatory events of 2024 and 2025 have pushed the quartet in different directions.

The FCA Framework: What Authorised Firms Must and Must Not Disclose

The four fintechs in this analysis share a regulatory envelope, but that envelope contains no obligation to post salary ranges in job advertisements. What it does require runs to a specific and consequential list.

Gender Pay Gap reporting applies to all four. The 250-employee threshold has been cleared by each company for several years. Annual April filings to the UK Government GPG Service confirm median and mean pay gaps, bonus gaps, and quartile distribution — public, searchable, and the most accessible structured pay data available about any of these employers.

The Senior Managers and Certification Regime, which extended to all solo-regulated FCA firms from December 2019, requires documented accountability for senior managers, fit-and-proper certification for front-line roles, and remuneration deferral and clawback provisions for Material Risk Takers at firms above the relevant Capital Requirements thresholds. Those provisions govern how executives and senior risk-takers are paid. They do not govern whether applicants know the salary before they apply.

In March 2025, the FCA and PRA formally withdrew their proposed mandatory diversity and inclusion reporting rules, originally consulted on under CP23/20 (published September 25, 2023), citing regulatory prioritisation and industry feedback. No FCA requirement to disclose ethnicity, disability, or other protected-characteristic pay gaps exists for FCA-authorised firms as of August 2026. The Employment Rights Act 2025, which received Royal Assent on December 18, 2025, adds gender pay gap action plans from April 2027 for 250-plus-employee firms. That provision addresses internal equity at the institutional level. It does not mandate job-posting salary bands. The regulatory direction of travel through 2026 advances institutional pay equity reporting; candidate-facing disclosure remains voluntary.

Monzo: The Transparency Architecture

Monzo's disclosure posture is a product of deliberate HR infrastructure, not regulatory compulsion. Its engineering hiring pages publish salary frameworks by level — a grading architecture that maps function, seniority, and band in a format candidates can read before the first screening call. AI and ML engineering roles at Senior IC level carry visible bands of £95K-£150K (~$127K-$201K), covering data science leads, ML platform engineers, and senior risk model developers across its approximately 2,000-strong UK workforce.

The 12 percent median gender pay gap in Monzo's April 2026 GPG filing is the dimension that the salary framework does not resolve. Band disclosure tells candidates what the role pays; GPG data tells candidates who is paid differently within a role. Monzo runs best-in-class on the former and mid-market on the latter. The gap between those two metrics is where the talent equity work concentrates.

Monzo's Finsbury Square campus in EC1 places it within the wider King's Cross AI corridor, where its postings compete for attention from engineers also evaluating DeepMind roles at Pancras Square. Publishing the salary band removes a structural information asymmetry: a candidate can read the Monzo figure before scheduling a call, while estimating DeepMind's through secondary sources. Transparency is a competitive instrument at this level, not an administrative one.

Revolut: Governance Driving Disclosure

Revolut's pay transparency posture before July 2024 was built around discretion. Compensation was negotiated individually, bands were rarely posted, and packages for priority hires were constructed case-by-case in ways that pre-empted market-rate benchmarking. The July 2024 UK banking licence — granted by the PRA and FCA after a three-year application — altered the governance infrastructure. PRA Remuneration Code compliance requires formal pay governance processes for a Material Risk Taker population at Revolut that did not previously exist at that level.

ENTRA estimates Revolut's Senior ML Engineer roles at £90K-£145K (~$121K-$194K) base for its London function in Q2 2026, with the post-banking-licence long-term incentive framework providing equity upside. Its global headcount of approximately 11,000 creates an AI engineering function considerably larger than Monzo's, with ML applied across fraud, FX pricing, risk, and the credit and savings products that followed the banking licence. The disclosure improvement that followed the licence grant is real but uneven: ML engineering postings carry visible bands at higher rates than product management and commercial roles, where the pre-licence culture has persisted longer into the governance transition.

Wise and Starling: Listed Governance vs Conservative Posting

Wise's LSE listing in July 2021 resolved the disclosure question by a different mechanism than Monzo's engineered transparency. Listed company governance infrastructure — director remuneration reports, LTIP disclosures in annual accounts, shareholder votes on remuneration policy — creates a pay governance apparatus that reduces the friction cost of granular function-level disclosure. Wise's ML and AI engineering roles carry base compensation of £85K-£130K (~$114K-$174K) for senior IC equivalents, per ENTRA Q2 2026 Salary Survey, with publicly traded RSUs under its employee LTIP providing an equity instrument that carries daily liquidity that Monzo's and Revolut's unlisted options cannot currently match. Wise's published salary framework on its engineering blog, cross-referenced against the 2025 annual report's remuneration section, places band data in institutional context that private fintech governance rarely replicates.

Starling Bank presents the contrasting case. Founded by Anne Boden in 2014 and operating under FCA banking authorisation with Group CEO Raman Bhatia, who was appointed permanent CEO in March 2024 following interim CEO John Mountain, Starling has built its ML function around applied AI for credit decisioning, fraud detection, and its Banking-as-a-Service infrastructure. Its AI and ML engineering roles run £80K-£120K (~$107K-$161K) for Senior IC equivalents — the lowest floor of the four-company range — and its posting practice is the most conservative: below 25 percent band disclosure on active AI listings in Q2 2026. Starling is a private company that has not yet formalised the HR infrastructure investment that Monzo built or acquired the listed-company governance that Wise inherited. The disclosure rate tracks that governance stage closely.

The US Fintech Comp Anchor

JPMorgan's US ML engineering floor of $275K base is the published market anchor for regulated financial services AI in the US. Against that figure, London fintech's £80K-£150K Senior IC range (~$107K-$201K) represents a 25 to 60 percent base compensation discount. The gap narrows at the City banking tier: JPMorgan's London AI Research team carries £110K-£175K base (~$147K-$234K) for equivalent roles, per ENTRA Q2 2026 data, above the fintech quartet's floor but below its ceiling.

The offset factors are structural rather than rounding: lower cost of living relative to Manhattan, Wise's LTIP providing listed-equity liquidity, pre-IPO option upside at Monzo and Revolut, and a working environment where visa route matters. The Skilled Worker visa salary floor of £41,700, effective from July 22, 2025 per the revised Home Office immigration salary list, is cleared by every Senior IC role across all four fintechs at multiples of two to three. The Global Talent route, carrying no minimum salary threshold and endorsed through the Alan Turing Institute for ML and AI researchers, operates without a floor constraint that affects fintech hiring at the senior level. Visa economics are not the binding constraint for international senior ML candidates evaluating London fintech. The base compensation gap and the pre-application information environment are.

For ML Candidates Evaluating London Fintech in August 2026

The practical hierarchy runs as follows. Monzo offers the most transparent pre-application information environment and a published salary framework readable before a candidate registers interest. Revolut's post-banking-licence governance shift has brought its disclosure rates closer to Monzo's for ML engineering roles, and its larger AI function covers broader technical scope. Wise's listed-company equity provides liquidity certainty that unlisted alternatives cannot match, alongside pay data anchored in annual report governance. Starling's sub-25 percent disclosure rate means the evaluation process begins with an information deficit that its £80K-£120K compensation floor does not offset.

All four hold FCA authorisation. All four will file expanded pay equity disclosures from April 2027. None of that regulatory infrastructure requires them to put the number in the listing. Three of the four have found independent reasons to do it anyway. Starling remains the proof that FCA authorisation, by itself, does not close the transparency divide.
