London Tech City: How Silicon Roundabout Handles Pay Transparency

Silicon Roundabout AI startups disclosed salary bands on 41% of E1/EC2 postings in Q2 2026, seven points above the UK AI median and below Cambridge research.

41%East London AI firms, voluntary band disclosure

Forty-one percent. On the final day of Salary Transparency Month 2026, that is the voluntary salary band disclosure rate across East London's E1/EC2 AI startup cluster, per ENTRA's Pay Transparency Audit Q2 2026, covering approximately 310 active AI-adjacent postings from companies headquartered between Old Street Roundabout and Whitechapel. The figure sits seven points above the UK AI market median of 34%, and it exceeds the Canary Wharf financial services AI sector — JPMorgan's AI Centre and Barclays' data and automation functions disclose at approximately 34% by the same methodology. Cambridge's academic and research sector, anchored by the University of Cambridge AI Centre and the Science Park cluster, runs at a materially higher rate: ENTRA's equivalent audit puts Cambridge research-adjacent employers at approximately 63% disclosure. Silicon Roundabout is neither the market leader nor the laggard. It is the middle tier — and the distance from both ends tells you something specific about the cluster's structural position in August 2026.

Section 1: The Cluster Map — Who Is Here and What They Pay

The Silicon Roundabout designation covers a geographic zone that expanded well beyond its original Old Street EC1 anchor in the decade after the 2010 Tech City initiative. The active zone now runs from Finsbury Square (EC2, Monzo's headquarters) eastward through Old Street and Shoreditch High Street (E1/EC1) to Bethnal Green Road. The density of AI-native and AI-adopting employers in this corridor is the highest in London outside the King's Cross AI corridor that runs from King's Cross St Pancras down Gray's Inn Road toward Holborn.

Monzo (Finsbury Square, EC2): Senior ML Engineer bands ran £95K-£155K (~$128K-$209K) base in Q2 2026, per ENTRA's candidate-side offer corpus and Glassdoor London data corroborated across seven offers closed April-June 2026. Monzo's 3,200-employee headcount places it firmly within the scope of the Employment Rights Act 2025 equity action plan obligation. Its existing gender pay gap reporting infrastructure, filed annually with the UK Government Gender Pay Gap Service, provides a foundation. Monzo disclosed salary ranges on an estimated 66% of its active UK AI postings audited in Q2 2026, the highest rate among Silicon Roundabout anchor employers.[^1]

Revolut (Canary Wharf, E14 — relocated May 2025): Senior ML bands posted at £80K-£145K (~$108K-$196K) base. Revolut's disclosure posture is more variable: its global headcount exceeds 8,000, but its UK entity's posting behaviour reflects a compensation framework calibrated across 35 countries, with UK bands occasionally suppressed in favour of global grade descriptions. ENTRA's Q2 2026 audit found approximately 49% of Revolut UK AI postings carried a visible salary band — above the Silicon Roundabout cluster average but behind Monzo's rate.[^2]

Cleo AI (Shoreditch, E1): AI-powered personal finance assistant with approximately 180 UK employees at end-Q1 2026. Senior AI Engineer bands ran £75K-£130K (~$101K-$176K). Cleo sits at the edge of the Employment Rights Act 2025 250-employee threshold. Its disclosure rate — estimated at 38% of AI-adjacent postings in Q2 2026 — reflects a pre-threshold posture: disclosure is present but not yet systematic.[^3]

Tractable (Shoreditch, E1): Computer vision AI for insurance and automotive damage assessment. Co-founded by Cambridge ML researcher Razvan Ranca (MPhil, Cambridge Computer Science and Machine Learning) and CEO Alex Dalyac (Imperial College London), Tractable remains one of the cluster's highest-disclosure employers despite sub-200 headcount, posting bands on approximately 61% of AI postings in Q2 2026. Senior Computer Vision Engineer bands ran £90K-£150K (~$122K-$203K), a range that reflects the scarcity premium for vision AI specialism in a market where Wayve's autonomous driving function in King's Cross competes for the same ex-Cambridge ML PhD profile via the Global Talent visa endorsement route.[^4]

Zinc.tech (EC1): HR technology AI. Smaller employer; disclosure rate not independently audited at sufficient sample size for Q2 2026 reporting.

Section 2: Why Post-Series B Startups Disclose at 58%

The sharpest gradient in ENTRA's Q2 2026 E1/EC2 audit is not between sectors or company ages — it is between funding stages. Post-Series B companies in the Silicon Roundabout cluster disclosed salary bands on 58% of AI postings. Pre-Series A companies disclosed on 19%.

Three dynamics drive this gap.

First, institutional investor pressure. Series B and later-stage rounds in UK AI typically involve institutional growth-equity investors — firms such as Balderton Capital, Atomico, and Index Ventures, all with London offices and portfolio ESG governance frameworks that increasingly include pay transparency monitoring as a portfolio company metric. A portfolio company posting bands is a lower governance lift than one that discloses nothing; the pattern is visible in ENTRA's audit data across the cluster.

Second, the talent market flips at Series B. A pre-Series A company is hiring ML engineers primarily through networks and warm introductions; disclosed bands are less operationally necessary. At Series B, a company is running structured hiring pipelines and competing against DeepMind and Anthropic's London offices for mid-senior ML talent. Candidates at that level, particularly those arriving via the Global Talent visa route endorsed by the Royal Academy of Engineering or the Alan Turing Institute, expect to see a salary band before submitting a work sample. A company that withholds the band loses candidates at the top of the funnel to employers that post. The disclosure rate is partly a conversion optimisation.

Third, ERA 2025 preparation is already stratified by funding stage. The Employment Rights Act 2025, which received Royal Assent on December 18, 2025, mandates pay equity action plans from April 2027 for employers with 250 or more UK employees. Monzo and Revolut crossed that threshold years ago and have active compliance functions building toward April 2027. For a 40-person pre-Series A startup, the obligation does not exist yet. The disclosure gap between funding stages is therefore partly a compliance lead time, not purely a cultural posture.

Section 3: Finance vs Startup — When the Base Math Flips

At the Canary Wharf end of the East London talent market, JPMorgan's AI Research function and Barclays' AI Labs operate on a different compensation register. ENTRA's Q2 2026 Senior AI Compensation Survey, covering 14 anonymised offers at Canary Wharf financial services AI functions, found the following:

  • Senior ML Engineer / Quantitative AI (JPMorgan, Barclays): £130K-£185K (~$176K-$250K) base, plus discretionary cash bonus running 15%-40% of base at mid-senior level, plus RSUs in NYSE-listed stock on three-year vesting schedules.
  • Total compensation at the top of the Senior ML band in Canary Wharf finance: £210K-£260K (~$284K-$351K), inclusive of cash bonus and RSU grant at current stock prices.

The Silicon Roundabout startup comparison, at the top of the market:

  • Senior ML Engineer (Monzo, post-Series C, ENTRA Q2 2026 offer corpus): £155K base + EMI options on a four-year vesting schedule, plus a performance bonus of 10%-15% of base.
  • Total compensation at the top of the Monzo Senior ML band: £175K-£185K (~$236K-$250K) inclusive of EMI option value at Q2 2026 409A-equivalent private valuations. That figure depends materially on Monzo's IPO trajectory. Liquid equity is not the same instrument as an EMI option.

The crossover point is £140K base. Below that level, Silicon Roundabout startup offers are competitive on total compensation when EMI option upside is included in the model and work environment preferences are held constant. Above £140K base, Canary Wharf finance wins on guaranteed cash. The equity argument — that an EMI option at a pre-IPO unicorn delivers superior returns — requires assumptions about exit that a Barclays RSU grant does not. Experienced ML talent knows this. The Skilled Worker visa salary threshold of £41,700 is cleared by every role discussed in this article, which means visa candidates are not constrained to the bottom of these bands; they are competitive across the full senior range.[^5]

The Canary Wharf disclosure rate of 34% — below Silicon Roundabout's 41% — reflects a financial services pay culture built around verbal offers and discretionary bonus opacity. That is a separate disclosure dynamic from startup caution about equity dilution signals. Both sectors are below Cambridge research. Neither sector is on pace to reach 60% disclosure without a statutory mandate.

Forecast: ERA 2025 and the April 2027 Reckoning

Among the East London AI cluster, the preparation gradient for April 2027 maps closely onto the funding-stage disclosure gradient documented above.

Monzo's HR function confirmed publicly in February 2026 that it had begun an ERA 2025 compliance review, including a pay band architecture audit covering all UK-based roles. Monzo's transparency posture — 66% disclosure rate, the cluster's highest — makes the documentation step for its equity action plan more tractable: the band data is already captured in its job posting records.

Revolut faces a more complex filing. Its equity action plan must document pay structure for a UK workforce that is embedded in a global compensation framework; the plan cannot simply reference UK posting bands without reconciling global grade structures. That work is underway but not complete, per two HR sources speaking to ENTRA on background in July 2026.

Cleo AI and Tractable, both operating near or below the 250-employee threshold, face a different question: whether April 2027 obligations apply and, if not, whether voluntary compliance is strategically worthwhile. Tractable's founding team — which includes a Cambridge ML graduate at the CTO level — has historically operated with higher transparency than its size would predict; ENTRA's audit data supports that inference. Cleo's trajectory toward the 250-employee threshold — it was at approximately 180 UK employees in Q1 2026 and growing — suggests ERA 2025 obligations may apply by April 2027 regardless of whether they apply today.

The pre-Series A cohort at 19% disclosure has the longest distance to cover and the least institutional pressure to cover it. The Employment Rights Bill debate in Parliament in late 2025 included amendments that would have lowered the 250-employee threshold to 50 employees; those amendments did not survive to Royal Assent. The 250-employee floor remains. But the direction of travel in UK pay transparency legislation is not ambiguous. The East London AI startups disclosing at 19% today are not building toward a permanent exemption. They are borrowing time.

August 2026 closes with 41%. The HR community in this cluster knows what April 2027 requires. The question is which companies will treat the compliance deadline as the starting gun rather than the finish line.
