Amazon, Microsoft, and OpenAI now operate within five miles of each other on Washington's Eastside under three different return-to-office regimes, competing for the same pool of ML engineers. OpenAI completed the corridor in February 2026, signing a lease for 223,130 square feet at City Center Plaza in downtown Bellevue — 11 of the building's 26 floors, capacity for 1,400 employees. All three are expanding their Eastside footprints in 2026. None agree on how often engineers should be in the office.
The Three-Tier Structure
Amazon: Five days per week, mandatory, since January 2025. Andy Jassy's January 2025 all-hands directive has been enforced through formal compliance warnings and relocation requirements for employees more than 50 miles from their designated office. Amazon's Bellevue presence — the 600 Main tower and surrounding buildings on the downtown grid — houses much of the company's Pacific Northwest workforce outside South Lake Union. Every technical role at those sites operates under the five-day standard, with a narrow carve-out for specific field sales and partner management functions.
Microsoft: Three days per week, mandatory, from February 23, 2026. Amy Coleman, Microsoft's Chief People Officer, announced the policy change requiring all Puget Sound employees within 50 miles of a Microsoft campus to be in office a minimum of three days per week. Teams set their own anchor days; the corporate center does not dictate which three. Microsoft's Redmond campus and its Lincoln Square location in downtown Bellevue house the bulk of the Azure AI and Copilot engineering cohorts that are the company's primary AI hiring profile. The three-day threshold replaced a 50%-of-time hybrid framework that had been in place since April 2022.
OpenAI: Flexible hybrid, no published day-count minimum. OpenAI's Bellevue operation, established in 2024 and expanded fivefold with the February lease, has issued no formal RTO policy for its Seattle-area team. The company's 300-plus employees in the region — up from approximately 169 in September 2025, per LinkedIn data — operate on a team-by-team schedule cadence. The 1,400-seat facility gives OpenAI room to absorb talent without encumbering the arrangement flexibility that is its primary recruiting advantage in a corridor dominated by five-day and three-day competitors.
The gap between those three mandates is the widest of any comparable geography in the country.
The Talent Math in Bellevue
Washington state levies no income tax. That single structural fact, combined with Bellevue's cost of living running 18% below San Francisco on a composite housing-plus-commute index (ENTRA Q3 2026 Cost Index, 12-metro comparison), makes the corridor's nominal salary figures go further than they appear.
ENTRA's Q3 2026 Job Signal Index tracked 4,100 active AI and ML postings across the Seattle-Bellevue metro in September 2026. Bellevue and Redmond account for 38% of that volume — not downtown Seattle — reflecting the geographic center of gravity that has shifted east since Amazon's South Lake Union buildout reached capacity. NVIDIA, which is actively hiring across the metro, lists engineering salaries of $132,600 to $196,900 for its Pacific Northwest roles, with ZipRecruiter data placing the average at $167,140. Those figures sit above Amazon's internal ML Engineer bands, which ENTRA's Q3 2026 recruiter survey (n=64, Pacific Northwest talent acquisition professionals) puts at $148,000 to $185,000 for comparable seniority levels in the current post-RTO enforcement environment.
The gap between Amazon's ML Engineer bands and OpenAI's Bellevue-based equivalent is wider. OpenAI's MLE III total compensation, per aggregated Levels.fyi Q3 2026 data, runs $380,000 to $520,000 including equity. Amazon's five-day mandate does not occur in isolation from that differential; they compound.
The Strategic Organizing Center survey of Amazon employees, conducted through November 2024 and released in December 2024 (covered by Fast Company), found that 48% had already applied for other jobs and 68% said they were "somewhat likely" or "very likely" to leave within a year. By September 2026, eight months past full enforcement, attrition has concentrated in the ML Engineering, Applied Science, and Principal Engineer job families — the same cohorts that OpenAI's new Bellevue capacity is built to absorb.
How the Corridor Sorts Engineers
ENTRA's Q3 2026 recruiter survey (n=64, Pacific Northwest) found median time-to-fill for senior AI roles varying sharply by employer tier within the Bellevue corridor: 17 days at flexible employers, 23 days at three-day mandators (Microsoft and Google's Kirkland office), and 34 days at five-day mandators. The 17-to-34-day fill-time spread is the clearest market signal available: engineers are sorting by arrangement terms before sorting by employer brand or base salary.
The geography of this sorting is specific to Bellevue, not to the broader Seattle metro. Bellevue's East Main and Bel-Red corridors have absorbed 60% of the metro's new tech office leasing since 2022, per CBRE Pacific Northwest market data. That density means engineers departing Amazon's Bellevue towers can often walk to their next employer. The radius of talent redistribution is narrow enough to track at the block level.
Seattle's overall office availability reached 32.1% in Q2 2026, per The Registry Pacific Northwest Q2 2026 market data. Bellevue's submarket runs tighter than the metro average because demand from OpenAI, Microsoft's downtown footprint, and mid-size AI startup expansion has absorbed sublease supply faster than it has come to market. Amazon resumed construction on its paused Bellevue towers in 2024 — the Sonic tower opened in December 2024 after a pause that dated to 2022 — and filed permits for additional Eastside buildings in January 2026. The net effect is a Bellevue office market where all three major AI tenants are simultaneously adding capacity, driving the submarket vacancy below the 32.1% metro availability figure.
Three Signals for Q4 2026
OpenAI's Bellevue headcount velocity. Three hundred employees in a facility designed for 1,400 leaves a 1,100-seat gap. If OpenAI posts Pacific Northwest-specific roles in volume during Q4, it signals a genuine intake ramp — the space fills. If it does not, Bellevue functions primarily as a talent signal: a visible commitment to the corridor that makes recruiting easier without requiring immediate headcount growth. Either interpretation is strategically coherent; the Q4 posting data will determine which one is operating.
Microsoft's three-day compliance rate. Microsoft has not published internal utilization figures since the February 23 implementation. Early indicators from Pacific Northwest commercial real estate brokers suggest Redmond campus occupancy has improved materially since the policy change, though no third-party analytics firm has released named figures for Q2 2026. If utilization data, when available, confirms a meaningful step-up, it will validate that a well-enforced three-day mandate in a dense campus setting achieves occupancy gains without triggering attrition spikes at Amazon's scale. That outcome would represent the strongest empirical case yet for the three-day model as the market equilibrium point.
NVIDIA's posture. NVIDIA has 793 open roles across the Seattle metro, compensation bands that average $167,000, and no disclosed formal office policy for its Pacific Northwest engineering teams. If NVIDIA formalizes a hybrid or flexible arrangement for Bellevue and Redmond in Q4, it becomes the fourth significant employer in the corridor with a regime that diverges from Amazon's. At that point Amazon's five-day mandate is no longer a market anchor — it is an outlier paying a fill-time premium that its compensation bands, at current levels, cannot fully offset.
The five miles from Amazon's Bellevue 600 tower to OpenAI's City Center Plaza are, in September 2026, the most compressed expression of the national RTO debate. Amazon built the Pacific Northwest's AI talent pool over a decade. OpenAI signed a lease to sit next to it. The market will settle the question of which arrangement policy wins by Q1 2027, and it will do so two blocks at a time.
