Germany, the Netherlands, Poland, and twenty-two other EU member states are still drafting implementing legislation. Lithuania is already enforcing.
The timing intersects with a Vilnius AI and fintech market that punches well above its size. Lithuania ranks seventh in the EU Digital Economy and Society Index 2026, the highest position among the Baltic states, per the European Commission DESI publication. Its approximately 8,500 annual CS and engineering graduates (Statistics Lithuania 2025) feed a fintech cluster that Revolut's 2018 EU banking licence seeded and that now spans payments infrastructure, marketplace commerce, and developer tools. For that cluster's ML and data engineers, July 1 changed the information architecture of their own compensation market from one based on asymmetric negotiation to one based on posted public bands.
Lithuania's Darbo Kodeksas: What Employers Must Disclose
The Darbo kodekso pakeitimas implements Directive 2023/970/EU at the minimum floor required by EU law while designating the Valstybinė darbo inspekcija (State Labour Inspectorate) as the primary enforcement authority, with administrative fines structured as a percentage of the employer's annual payroll for documented violations.
Salary bands at posting. Every employer with 100 or more employees in Lithuania must publish a compensation range in any job advertisement before any interview takes place. A floor without a ceiling does not satisfy the obligation. A Vilnius fintech role previously posted as "atlyginimas aptariamas individualiai" (salary discussed individually) is no longer legally compliant for employers in scope. The Inspectorate has signalled priority audit focus on financial services and technology employers during the initial compliance cycle, the sectors where pay gap documentation was most likely to be structurally absent.
Gender pay gap reporting at 250-plus employees. Employers above the 250-employee threshold file annual occupational-group pay gap reports with the State Labour Inspectorate. Where the gap exceeds 5 percent within a job classification, a joint pay assessment with employee representatives triggers automatically under the amendment. Lithuania's ICT-sector gender pay gap ran approximately 9.1 percent in 2025 per Statistics Lithuania, above the Directive's 5 percent joint-assessment threshold. Revolut Vilnius, Vinted, and Hostinger are each above the 250-employee level and in scope for that reporting cycle from calendar year 2026.
No salary-history enquiries. The amendment incorporates the Directive's Article 10 prohibition on pay-history questions in full. Vilnius recruiters asking candidates for their current or previous salary before making an offer are in violation from July 1. That prohibition closes the structural mechanism that historically anchored Lithuanian engineer compensation below market ceiling regardless of the candidate's negotiating position or market knowledge.
Revolut, Vinted, and the Vilnius Pay Map
The Vilnius fintech cluster is the practical test case for Lithuania's transposition. More than forty companies with 100 or more employees are now posting salary bands under the new obligation, per ENTRA's Q2 2026 employer monitoring across Lithuanian job boards, employer career portals, and LinkedIn Lithuania. Vinted, the Vilnius-founded recommerce marketplace with an estimated €5B valuation, employs senior ML engineers at approximately €55,000 to €90,000 base (~$60K to $98K equiv), per ENTRA estimates derived from public postings and Glassdoor Lithuania July 2026 submissions. Vinted's AI stack covers image classification for product listings, fraud detection, and buyer-seller matching across twelve European markets; the ML function has expanded with each new country launch.
Hostinger, the web hosting platform founded in Kaunas with 200-plus engineers in Lithuania, has posted senior backend and infrastructure engineering roles at €45,000 to €75,000 base under the new law, per active postings reviewed by ENTRA in Q2 2026. Hostinger's historically low public profile on compensation has dissolved under the mandate.

A Vilnius senior ML engineer on €80,000 gross takes home approximately €55,000 to €58,000 net, after Lithuania's 20 percent flat income tax on employment income and combined social contributions. A Munich engineer on €110,000 gross, after German progressive income tax at the 42 percent bracket and social contributions, takes home approximately €62,000 to €66,000 net. The net gap is roughly 12 to 14 percent. Housing in central Vilnius (Užupis, Žvėrynas, Naujamiestis) runs €800 to €1,300 per month for a two-bedroom flat; a comparable Munich flat costs €1,800 to €2,800. Once housing is applied, the Vilnius engineer's real disposable income is at or above the Munich equivalent on a purchasing-power basis. The arbitrage case is not theoretical. It is arithmetic that Lithuanian transposition has now put into public job postings for the first time.
The Revolut flywheel reinforces this structure. The EU banking licence Revolut holds from Lietuvos bankas created a gravitational pull on European fintech infrastructure: payment processors, compliance technology providers, and data engineering teams have followed into a Vilnius corridor that now operates with mandatory pay band disclosure, generating a public compensation dataset that makes the location's value proposition quantifiable rather than estimated.
What Early Transposition Means for 2027
Germany's implementing legislation is projected for Q4 2026 at the earliest (European Commission DG EMPL transposition tracker, August 2026). The Netherlands' Wet loontransparantie remains in parliamentary process. Poland, Czech Republic, and Hungary are each targeting Q1 2027. Twenty-three of 27 EU member states are in various stages of arrears.
